Tantra refers to a variety of occult disciplines to achieve mystic powers, and also to standard ritual and worship applied practises, including among magicians, sannyasins, mystics, yogis, brahmanas, Vaisnavas, Shaktas, Shaivites, etc. Either way, the kundalini must be moved, awakened, enlivened to rise and act. Devotees experience this as bhavas and eventually samadhi and prema. Yogis/tantrics and both white and black magicians have varied practices and successes.
Talk is very cheap compared to experience. One who has not climbed the internal chakra ladder or experienced ecstasies in Krsna love, has had no success yet. What they do is useless, if it does not come to actual mystical experience. Talk will usually not do it unless it is applied in a succession of empowered perfected masters. One can easily accomplish these by getting the blessings of Krsna, or respective demigods.
