Hare Krishna. All glories to Srila Gurudeva and Srila Prabhupada. My understanding is that in the conditioned state we take shelter of Superior Vaishnavas like Srimate Radharaniji but once one becomes like the gopis, has entered into the direct service of the Lord, we are already under Their shelter, thus we cry for the shelter and service of our Lord Himself.
