What if a devotee can not remember Lord Krsna at the time of Death ?

Right. Well, we use clay from Vrndavana, or radhakunda, which is black in color instead of the usual whitish. This can be purchased from devotee book stores online, and temple book stores. I always brought a chunk of it with me when i came home from India.

You can use normal clay from a clean part of the river, or earht from a mountain top, or from underneath a tree.
yes, chanting is the only way i know that is eternal and spiritual and no charge.
Your local temple should have tilak available
one can also use plain water, but of course there is no observable marking
