The spirit soul has free will, being made in the image of Govinda in a percentage of qualities. At some point, expressing our unlimited potentials, some of us wish to play games, to exercise our free will, like teenagers moving out of the house, or like skaters emboldened to skate even on what appears thin ice, or hearty souls adventuring into the forest in a new territory...
and so may temporarily venture away from the realm of Vaikuntha or Goloka.
It is not all negative! It is not necessarily "envious". It is a positive expression of Krsna's love, such that He allows us our freedom to choose, even if sometimes we choose something bold or temporary. It's a POSITIVE CHOICE, not a "fall down", nor some envious horror story, that leads to the jiva's adventures in independence and material temporary existence. The consequences may be horrid, however, when we misuse this independence. Actually, we are not independent, it is an illusion for our own sake.

At this time, one Pancaratrika Pandit from Bangalore named Sampat Kumar Bhattacarya came to know about Srila Prabhupada’s situation. So, he took a flight from Bangalore to Bombay – which in those days was a huge thing for a Brahmin priest – and met Prabhupada, and asked for a private meeting. Generally, nobody was allowed a private meeting, but when he said that he specially came by flight from Bangalore to meet Srila Prabhupada, he was allowed a private meeting. So, everybody was asked to go out, and they talked.

Free Will, the Supersoul, and Tri-Kala-Jna

Jul 28, '07 — "The world goes on in its own perfect way. No person can deflect it by the breadth of a hair from the course chalked out for it by providence. . . . What is necessary is to change our outlook to this very world" -- His Divine Grace Srila Bhaktisiddhanta Saraswati Goswami Maharajah Thakura. I found this quote most interesting, as it gives a mature angle of vision on this question of free will. Apparently, the course of things cannot be changed by a HAIR's BREADTH, yet we have "minute" free will. To my best understanding, Srila Prabhupada expressed that we have a limited free will, to love or not, to be Krsna conscious or not. So far as destiny, again to my best understanding, he suggested that it was fixed. He also indicated that that was not necessarily the case for Krsna's connected devotees, who operate under special dispensation from a platform of sanction by heart-internal, and formal, initiation into the Sampradaya, i.e., empowered.
